Sports arbitration inside a federation

From the complaint to Lausanne, on one file that climbs with it.

A football dispute is not settled at one level. It opens as a complaint and passes through an investigation, a committee, an appeal and a national body, and it may end before the Court of Arbitration for Sport. At every level the file grows and is renumbered — so the citation made at first instance points somewhere else by the time it reaches the last one.

The route

Eight levels, one file

This is a typical football dispute. The bodies differ between one system and another; the sequence does not. Every level adds to the same file and hands it up to the one above.

  1. The club · the player · their agent

    The complaint is registered

A report or a claim is opened with a name, a number and a record. From that moment a log begins that cannot be edited: who opened the file, when, and in what capacity.

Carried upward: the file's identity and the date it opened
  2. The investigator · the secretariat

    Investigation and disclosure

Contracts, financial statements, correspondence, match officials' reports, scans of older files. Each is filed with its checksum, and anything scanned is read so that it can be found while staying marked as a machine reading rather than the filed text.

Carried upward: the documents, with their checksums, searchable
  3. The secretariat

The bundle is built and its numbering published

Documents are ordered into sections and the numbering is published. From here on no number moves. Anything inserted later takes a suffix — 24, then 24.1 — rather than pushing what follows down, and anything withdrawn has its number retired and never reused.

Carried upward: numbering that can be cited at every level above
  4. The first-instance committee

    The hearing and the decision

The hearing runs on the file itself: one page in front of everyone, the floor handed over to a named person, and attendance derived from a log that cannot be edited. The decision is filed with the pages it relied on, by their numbers.

Carried upward: the decision, the minutes and the attendance record
  5. The appeal committee

    The internal appeal

New submissions are added to the same bundle. And when the appeal cites a page that first instance cited, it is the same page — not another one that an insertion in between pushed into its place.

Carried upward: a file that grew without being renumbered
  6. The national arbitral body

    The national level

The file leaves the federation and enters another body — carrying its whole record with it: who read what, who tried and was turned away, who sat on it and when their access ended.

Carried upward: the full access log, not the file alone
  7. The international federation

The international level, where the dispute is cross-border

An international transfer, training compensation, a dispute between clubs in two countries. The second language starts here: the file is Arabic and the pleading is English, and one document carries both.

Carried upward: a bilingual bundle under one numbering
  8. The Court of Arbitration for Sport · Lausanne

    The final level

The file is exported as one numbered, stamped document, and its checksum travels with it — so a recipient can prove they hold the copy that was produced. And the citation written before the first-instance committee two years earlier still points at the same page.

Which is the whole point: a file that did not break on the way

Why numbering, specifically

Eight levels are eight times the chance for a citation to break

In a dispute settled at one level, renumbering is a possible embarrassment. In a dispute that climbs eight levels over two years, with every level adding submissions and exhibits, it becomes a matter of time.

  • An insertion takes a suffix, never someone else's place — a document produced on appeal is inserted between 24 and 25 as 24.1, so 25 does not move, and neither does anything after it.
  • A withdrawal is retired and never reused — and a citation to a withdrawn number reads "withdrawn" rather than pointing at whatever took its place. That is the difference between an error that is caught and one that is not.
  • And there is no export of a draft — every file produced carries a published numbering, because a bundle whose numbers move is the thing all of this exists to keep out of a hearing room.

Who is in the file

A federation is a room containing both sides of a dispute

One disciplinary file passes an investigator, a secretariat, committee members, a club representative and a player's agent. None of them may see what the others see.

Roles on the file

Each sees their own

The committee member, its secretary, the investigator, the club's representative and the player's agent — genuinely different permissions over documents, hearings and membership, under the name each profession uses, in each language.

Access that ends

When the secondment does

A member seconded to one file, or an expert admitted for a single hearing: access ends when that does, rather than when somebody remembers to withdraw it. And when it ends the file leaves their list — a case title alone says who is against whom.

Who opened this?

The conflict-of-interest question

In a federation the question is not "what changed?" but "who read this file?" The log records that, and records who tried and was turned away beside it. There is no update and no delete anywhere in the platform.

Two languages

One file, not two translations

The file is Arabic and the pleading at international level is English. The interface follows its reader, the vocabulary comes from the sector's own definition rather than from the code, and the numbering is one — in Arabic or Latin digits.

Where we stand

A working core, and a layer built with you

We are not offering you a finished product for the sports sector. We are offering a core that is built and tested, and a sports layer shaped to your own procedure. The distinction is deliberate: whoever tells you everything is ready is selling you settings, and whoever starts from nothing is selling you a wait.

What the platform stands on

  • Published numbering that does not move, with suffixes and retired numbers
  • Filing with a checksum, and scans read without being confused for filed text
  • Arabic search that matches the word as it comes to mind, not as it was written
  • Hearings: one page, a floor that is handed over, attendance derived from a log
  • Roles and permissions, and invitations that carry a time window
  • An access log that cannot be edited, recording readings and refusals
  • Export of a numbered, stamped file with its checksum alongside
  • Arabic and English interface, with vocabulary that follows the sector

And what is shaped with your federation

  • Your ladder as it actually runs: which committee, on what deadlines, and what stops the clock
  • The vocabulary and forms of a sports file — types of report, capacities of the parties
  • Sports case fields: competition, match, season, registration number
  • Appeal deadlines, how they are counted, and warning before they lapse
  • Closing and archiving a file once the levels are exhausted
  • The filing package for the international level, in the form it requires
  • What you can see and we cannot
